Subject: changed dropping menu items from collectionMenu to create
 fonticonbuttons if all parameters are filled in. . and buttons are placed in
 overlay layer.   added labels to all fonticons usin title + added a tooltip
 field.  turned off autoscroll of freeform view when dragign buttons (which
 will be in the overlay)
